Description of my issue:
I am using the URL redirection feature of Admin Tools Pro, and for the most part it works perfectly. Today I ran into an issue with the following redirection:

Existing URL: articles/volunteer-abroad/why-pay-to-volunteer-abroad.html
New URL: index.php?option=com_content&view=article&id=186

Instead of being redirected to articles/volunteer-abroad/why-pay-to-volunteer-abroad.html, I am redirected to articles/volunteer-abroad/why-pay-to-volunteer-abroad.html?option=com_content&view=article&id=186... which produces a 404 error.

Wondering if there is a workaround for this, or if I've missed something important. I'd like to get the redirection to work if at all possible, as we have incoming links from external sites.

Unfortunately no, there is no workaround to that. The only ways to properly redirect a non-SEF to a SEF URL (which is what you want to do) are:
a. using a SEF component and "custom" or "forced" SEF URLs
b. using custom code in your .htaccess file. I believe (haven't tested!) that this should work
Redirect 301 index.php?option=com_content&view=article&id=186 articles/volunteer-abroad/why-pay-to-volunteer-abroad.html
