Let's try the easiest workaround.

1. Rename the file plugins/system/admintools.php (Joomla! 1.5) or plugins/system/admintools/admintools.php (Joomla! 1.6 or later) to admintools.php.bak so as to disable the Admin Tools system plugin which throws this error message.
2. Download the Admin Tools Professional 2.2.a1 ZIP package from https://www.akeebabackup.com/latest
3. Go to your site's back-end (it's accessible now) and install the ZIP package from Extensions, Install/Uninstall (Joomla! 1.5) or Extensions, Manage Extensions (Joomla! 1.6 or later)

If this still doesn't help, you can download the latest GeoIP.dat file from http://geolite.maxmind.com/download/geoip/database/GeoLiteCountry/GeoIP.dat.gz then extract it. You should now have a GeoIP.dat file (note the capitalization of the file name, it's important). Upload it using FTP to administrator/components/com_admintools/assets/geoip/GeoIP.dat

If all else fails, a quick workaround is:

1. Rename the file plugins/system/admintools.php (Joomla! 1.5) or plugins/system/admintools/admintools.php (Joomla! 1.6 or later) to admintools.php.bak so as to disable the Admin Tools system plugin which throws this error message.
2. Go to your site's back-end, Components, Admin Tools, Web Application Firewall, GeoBlock and disable GeoBlocking.
3. Rename the admintools.bak.php file back to admintools.php
