Description of my issue:
I'm troubleshooting a problem for one of my clients using another workstation with another ip address. I want to add the ip address that I'm using now, but I cannot access the admin panel.

Is there a way to add this ip address via the files in the cpanel file manager? If so, where would I do this?

You can always disable Admin Tools' system plugin using the file manager. Then you can access your site's backend and add your IP address. Here are the instructions: https://www.akeebabackup.com/troubleshooter/atwafissues.html
