This has actually nothing to do with our software. The file selection dialog is actually provided by the Operating System when your browser asks it to show a file picker through a standard API.
As per your screenshot, your file is on your Windows computer's Desktop. However, your Desktop is currently synced with OneDrive, and the admintools.json file you are trying to use only exists in the cloud, not locally on your computer, as denoted by the two blue, curved arrows (kinda like a “reload”) symbol in the Status column. Go to your Desktop, right click on this file, and choose to open it with Notepad. As soon as it opens, close Notepad. This silly dance has now told Windows to download this file from the OneDrive cloud and onto your computer. This means that if you go back to your browser and re-open the file picker you will be able to select it just fine.
That's one of the myriads of problems you will come across when your basic user folders (Documents, Desktop, Pictures etc) are synced with OneDrive, which is why everyone recommends that users turn off this feature. You'd think Microsoft would've made this a lot more automatic, considering they make both Windows and OneDrive, and they push you to use OneDrive like there's no tomorrow. Let's just say that Microsof't “Borkzilla” moniker is hard-earned, with the hardship usually befalling us techies…
