You cannot install third party plugins on WordPress.com (except those already whitelisted by Automattic). They have of course not whitelisted any backup plugins as that would compete with their own paid backup service.
Do not use WordPress.com unless it's a low-effort blog. Think, for example, how we were using Blogger in the early 00s. Anything more complex is doomed to hit the limitations of WordPress.com and you'll find yourself in quite a pickle, necessitating a rebuild.
(As a side note, Joomla.com a.k.a. launch.joomla.org is real hosting. Any Joomla site hosted on it can be backed up and restored with Akeeba Backup. There is a massive difference in culture and goals between WordPress and Joomla. WordPress is run in way to make Automattic money; Joomla is run in a way to make people using Joomla money.)
