On a Wordpress site, is Admin Tools compatible with Jetpack? In other words, can both programs run at the same time on a Wordpress website?

the short answer is: Yes.
Admin Tools is very powerful yet flexible: each protection can be tweaked and customized. This means that if you discover that your communication with Jetpack server is blocked, you can always add an exception for that URL.
