Go to your wp-admin page, Admin Tools, Web Application Firewall, Configure WAF, Exceptions. Find the “Never block these IPs” option. Add the IPs you want to whitelist as a comma separated list. Based on the page you linked me to that would be:

If this doesn't help your problem might actually be that there's a .php file which needs to be directly accessible but is currently blocked by the .htaccess Maker generated configuration. In this case we will need a list of the .php files which need to be directly accessed over the web, not a list of IP addresses, so we can add exceptions for them in the .htaccess Maker.
